The British high commissioner fro Palestine, Sir Alan Gordon Cunningham, declared today that Palestine Arabs had provoked the Jewish attack in Haifa.

THOUSANDS of Arabs are evacuating Haifa, port city in northern Palestine, rather than surrender to Haganah, the Jewish militia. Sporadic firing was still heard in the city as British and Jewish armed guards excorted Arab civilians to the docks.

Cunningham cabled London, Washington and all Arab capitals last night that "the Jewish attack on Haifa was in direct consequence of continuous attacks by Arabs on Jews in Haifa." He added the British had done everything possible to stop the fighting by negotiations and remain completely impartial.

THE UNITED NATIONS Security Council established a three-country Palestine truce commision last night but made no provision to force the Arabs and Jews to stop fighting. The United States, France and Belguim were named to the commission in a US proposed resolution.

In Cairo, 200 Palestinian Arab students broke into Arab League headquarters shouting "enough weakness--give us arms".
